Situation

Recent attacks on commercial shipping in the waters around Narukova have escalated significantly, threatening the island's position as a crucial maritime trade hub. Multiple vessels have reported aggressive boarding attempts by well-organised pirate groups. Intelligence suggests these attacks are being coordinated between two primary factions - the Besmrtni Vukovi (BV) and Pac Raiders (PR).

The Narukova Defence Corps (NDC), despite their professional training, lacks the necessary maritime capabilities and resources to effectively counter these threats. Vice President Satoshi Ōkami, acting as our liaison due to his military intelligence background, has provided intelligence on suspected pirate staging areas and a known encampments on the island's northern area.

UK Intelligence services tasked with gathering intelligence on entities operating on Narukova located a Instagram post from a landscape and construction enthusiast which provides evidence that Besmrtni Vukovi is the one funding Pac Raiders by purchasing cargo raided by them. This source of funding is likely the reason for the substantial uptick in piracy along with the sophistication in logistics and strategies used by Pac Raiders.

29 Commando, 10 QOGLR and First Fusiliers arrived in the region at Berg Airfield in preparation for future operations with 40 Commando and JAC arriving via HMS Albion later today. 

Upon arrival, current intel and the status of ongoing investigations and operations were relayed to us. The most relevant information involved three key locations. The first involved an NDC destroyer being retrofitted in Mehland Havn port tracked a Pac Raider boat recently involved in a raid on a cargo ship, which was later found by the coast guard at an island port (established as OBJ Blue Jay). Previous investigations revealed that different rental vans picked up supplies from the port south of the island and headed north. Surveillance on one of the vans saw it enter a farmhouse (established as OBJ Magpie) where it was potentially unloaded and then subsequently returned to the rental company. The names given by those who rented the van appeared to be using recently deceased residents of Narukova. Lastly, a civilian reported to the local authorities about suspicious activity during the night at a port in the town of Plataet (established as OBJ Jackdaw). The current theory is that PR are using fishing boats on the lake to bypass checkpoints and police patrols, using the port as a midpoint for refueling.

Intel and knowledge from previous police raids suggest that low density towns with low to none police presence are likely to be have Pac Raiders and Besmrtni Vukovi using abandoned buildings as safe houses. Considering multiple towns around Berg Airfield fit this description we should conduct patrols to root out existing safe house locations and prevent hostiles from moving into the area.
