Our observation teams, working within the cartel, have made positive identifications on the so-called ‘President’ Mendoza-Rivera. His actions are undoubtedly corrupt, bordering on treasonous to his own rogue state, his clear connections to the cartel are laid bare for us to see with the collected intelligence we have. 

Not mentioning the aiding of the cartel and its array of personnel, Mendoza-Rivera is also involved in the coca export business, along with embezzling funds gained via taxation - often collected on his behalf by cartel thugs - in order to fund a lavish lifestyle. In addition, we have received intelligence that Mendoza-Rivera himself may in fact be part of the cartel, and not just a benefactor. Now in the custody of our intelligence forces, an enforcer under the pseudonym of ‘Hidalgo’ has revealed that before the formation of Chucomayo, Mendoza-Rivera was involved in securing political alliances between the cartel and other factions in Colombia and South America as a whole.

We also believe an American contractor responsible for training cartel members into active members of the Chucomayo military called "Emiliano" may be a alias. We've discovered documents of his arrival here under a different name, Ross Kurtis. We've been unable to find any information pertaining to the individual, besides it arriving in country shortly before the Emiliano alias became active.

Our situation is still excellent. We remain undetected, and cartel forces continue to feed us solid intelligence unwittingly. This ends our report.
