Situation

During the previous operation, intelligence was gathered from laptops seized at key cartel locations. These devices revealed details about two luxury automobiles custom-ordered by the cartel leadership, Juan and Leonardo Moreno. Each car has been extensively modified to meet the specifications of the Moreno brothers and is en route to Chucomayo aboard separate vessels. This presents a unique opportunity to infiltrate the cartel's logistics network. Under the guise of an anti-drug operation, we aim to intercept both shipments, plant trackers on the vehicles within their shipping containers, and allow them to continue their journey to the cartel's strongholds. This will enable us to monitor their movements and identify high-value assets and locations.

Separately, Emiliano Osorio has begun to cooperate with our efforts. While initially hesitant, he provided actionable intelligence as a show of good faith. His initial tip points to a cartel operations building that serves as a hub for coordination and communications. This facility is believed to house critical information about the cartel's leadership, their ongoing operations, and future plans. A successful raid on this location will both test Emiliano's credibility and deliver valuable insights into our adversary's network.

To support future operations and maintain control over the area, we will focus on securing strategically significant positions. This includes fortifying a location just north of a cartel airstrip to establish a defensible forward position and clearing out a nearby river garrison currently occupied by heavily armed cartel forces. These steps will ensure our rear lines are protected and create a stable staging area for future efforts, including targeting a nearby cartel-controlled dirt airfield in subsequent operations.

Civilian population are neutral to our activities, though it is likely members of the cartel are among the population.
Police, while government-funded and cartel-controlled, appear to heavily support the local population. While not overtly hostile, they are unlikely to assist us in anyway and will most likely report our positions if detected.

Commanders intent

The intent for the first phase of Operation White Orchid is to destabilise the Chucomayo Cartel’s forward infrastructure along the coast and weaken its grip on the surrounding jungle interior. This will be achieved by executing a series of coordinated strikes targeting their logistical lifelines, degrading their ability to project force, and establishing a foothold for deeper inland operations.

These operations will prioritise the disruption of cartel movement by dismantling air and maritime mobility, followed by the capture of strategic positions that offer both operational leverage and intelligence value. Civilian engagement will be minimised, though heightened cartel presence near population centres may result in indirect resistance.

We will exploit cartel overconfidence and their rapid overextension of military assets while attempting to locate and secure key personnel, aiming to prepare the battlespace for targeted action against high-value individuals in later phases of the operation.
